Morro Creek Stormwater Management Plan

In 2023, Morro Creek experienced  catastrophic flooding, resulting in significant damage to public infrastructure and private property. In response, the City of Morro Bay pursued funding from the California Office of Emergency Services Hazard Mitigation grant PRogram (CalOES HMGP) to develop solutions to better manage floodwaters and mitigate future damage. The City has contracted with CSLRCD to administer the grant and provide Project Management services.

In January 2026 the City selected Stillwater Sciences as the technical consultant to lead the development of a Watershed Management Plan for the Morro Creek Watershed. The project scope includes Hydrologic and hydraulic modeling, development of conceptual alternatives, and 60% designs and environmental review for the selected alternative. CSLRCD will lead the public outreach component of the project.

Once the planning phase is complete in late 2027, the project team will seek implementation funding through the CalOES HMPG.
