Annual Plan, 2003 - 2004
I. Goal: Protect Soil and Water Resources
A. Objective: Continue implementation
of Project Clearwater in Morro Bay Watershed
1.
Work with landowners to develop at least 5 detailed conservation plans
2. Install
at least 35 BMPs
3. Submit
grant proposal to State Water Resources Control Board for $500,000
continued funding for 3 year period
beginning September 2004.
B. Objective: Continue efforts
to implement the Conceptual Plan for Intercepting Sediment in Lower Los
Osos and Warden
Valleys,
and Los Osos Creek drainage.
1.
Work with agricultural and wetland reserve conservation easement landowners
to identify future work plan.
2.
Continue efforts to identify willing landowners to participate in program.
C. Objective: Continue efforts
to implement programs in Arroyo Grande Creek Watershed
1.
Assist Zone 1/1A Flood Control Districts Advisory Committee by
a) developing a Erosion and Sediment Study proposal for funding
b) coordinating with the SLO County Public Works' Alternative Study
for lower Arroyo Grande Creek
c) provide staff support for outreach activities
d) provide assistance to the City of Arroyo Grande with erosion control
planning
2.
Submit final grant proposal for On-Farm Water Quality Implementation Program
to begin in Spring 2004.
a) State Water Resources Control Board funding of $101,990
b) State Coastal Conservancy grant match of $200,000+
3.
Pursue agency commitment and funding sources for implementation of tasks
identified in the South County Coastal
Watershed Enhancement
Plan developed for Pismo Lake Ecological Reserve. Prioritize needs
and tasks.
D. Objective: Provide direction,
input and technical assistance to public agencies and private organizations
1. Participation
by RCD Board Directors, Associate Directors and staff on relevant Boards
and Committees. These
include, but are not limited to: Resource Conservation & Development
Council; County Agricultural Liaison
Committee; County Water Resources Advisory Committee; Zone 1/1A Flood Control
District Advisory Committee;
Zone 9 Flood Control District; Morro Bay National Estuary Program's Executive
Committee, Implementation
Committee and Technical Advisory Committee; Central Coast Salmon Enhancement's
Arroyo Grande Forum, Steering
Committee and Technical Advisory Committee
2. Coordinate with UCCE, NRCS and the Farm Bureau for implementation of
Water Quality Short Courses throughout
the District.
3. Support and promote the Cachuma RCD’s Mobile Lab Services.
4. Promote conservation awareness through education and outreach projects
such as the Envirothon and PEG Public
Access Television.
II. Goal: Protect Prime Agricultural Lands
It should be noted that the objectives
and actions cited in the goal to protect soil and water resources are instrumental
in the
protection of prime agricultural lands.
A. Objective: Protect coastal
prime agricultural land in the Arroyo Grande and Cienega Valleys from flooding.
1. Refer to Zone 1/1A Flood Control District above
2. Provide annual monitoring for the Dickens Agricultural Easement
in Arroyo Grande
3. Work with conservation organizations to provide agricultural easement
strategies to landowners.
B. Objective: Preserve coastal
prime agricultural lands.
III. Goal: Protect and Enhance Important Natural Habitats and
Ecosystems
A. Objective: Continue oversight
of Chorro Flats Enhancement Project
1.
Monitor and maintain as needed
2.
Complete Wetland Land Reserve program enrollment activity
3.
Pursue gift of riparian habitat parcel to State Parks.
B. Objective: Continue efforts
to enhance steelhead recovery in coastal streams
1.
Identify projects prioritized in the Morro Bay Steelhead Recovery Plan
and pursue grant funding for implementation.
2.
Provide assistance to south county organizations for habitat restoration
in the Arroyo Grande Creek watershed.
3.
Work with organizations in the Morro Bay watershed to accomplish riparian
habitat restoration.
C. Provide assistance to landowners
in subwatersheds (i.e. Little Morro Creek) when requested.
